My storm windows are dirty between the 2 windows. How can I stop the dirt?

I would like to find a way to seal the space between the old storm window and the window to keep all that dirt out of there. I havent taken the storm windows off this year to clean and its filthy under there. Any suggestions to keep it a little cleaner between the storm window and the window?
